Специализации программы  «Сравнительная история Центрально, Восточной и Юго-Восточной Европы, 1500-2000 («Master of Arts»= MA и “Doctor of Philosophy” = PhD):

- «Исследования по истории Ценральной Европы, 1500-200»

- «Исследования по истории Восточной Европы, 1500-2000»

- «Исследования по истории Юго-Восточной Европы, 1500-200»

- «Исследования по еврейской истории»

- « Архивное и музейное дело»

- «Религиоведение»

В том, как организовано обучение на Историческом факультете ЦЕУ, есть несколько особенностей:

n     все курсы преподаются в формате семинаров;

n     почти каждый курс предполагает написание небольшой письменной работы (на английском языке);

n     экзамен в традиционном смысле слова чаще всего не проводится;

n     к концу обучения студент должен написать дипломную работу;

n     в распоряжении студентов - прекрасная библиотека и интернет-ресурсы;

STUDENT RECRUITMENT FOR 2006-2007 AY

SUMMARY INFORMATION ABOUT CEU

I. GENERAL

Central European University (CEU) came into being along with the sweeping social, political and economic changes of the early 1990s in Central and Eastern Europe and the former Soviet Union (CEE/fSU). The university was established in 1991 by a group of visionary intellectuals. CEU was to be an unusual graduate school for this region, an independent international institution offering a curriculum in the social sciences and the humanities, committed to promoting a new model of learning: serious and morally responsible intellectual engagement inspired by, and in the service of, pressing and challenging social needs.

CEU is an international university in the truest sense: Its students come from over 60 countries, the majority from Central and Eastern Europe and Russia; its faculty, from more than 30 countries—with the mix of nationalities increasing every year.

The university’s unique combination of American, Western European and regional intellectual and academic traditions enables CEU to place emphasis on the shifting boundary between the local and the universal in the theoretical, as well as the practical, aspects of research and teaching.

CEU is a founding member of the European University Association. The European University Association, as the representative organization of both the European universities’ and the national rectors’ conferences, is the leading voice of the higher education community in Europe. As a European university, CEU seeks to become part of the European higher education area envisioned by the Bologna process.

In order to examine the challenges resulting from the world’s expanding democratization, CEU is looking to apply its distinctive experience in the CEE/fSU region to countries and areas beyond, including China, Central and Southeast Asia, Africa and Latin America.

II. MISSION

When CEU was founded in 1991, its mission was to promote the values of democracy and open society in the countries of CEE/fSU, which were all in "transition."

CEU is a research-intensive graduate university which continues to be dedicated to the tradition of socially and morally responsible intellectual criticism. CEU aims at excellence in the mastery of established knowledge, excellence in the creation of new knowledge in the social sciences and the humanities, and excellence in developing the policy implications of both. In order to achieve this, the university has built on several traditions: on the research tradition of the great American universities; on the long Central European intellectual tradition; on commitment to social service; and on its own academic and policy achievements in helping to transform the communist inheritance amidst strong regional inequalities.

The university has a permanent endowment fund which ensures its long-term financial sustainability.

III. CEU ALUMNI: Leaders for Global Changes

Most CEU graduates (alumni) return to their home countries, where they frequently occupy important positions in academia or government, public agencies, NGOs, or the private sector. They are able to experience immediate, tangible continuity between their multi-cultural, socially-engaged, academic experience at CEU and their participation in intellectual, social and professional issues at home.

As of 2005, the number of CEU graduates has grown to more than 5,300 individuals, residing in 81 countries.

The majority of CEU graduates enter professional careers in higher education and research, business, government and diplomatic service, as well as public interest and advocacy groups. They are becoming leading figures within national governments, as well as the business sector, in their home countries. Among them are two current Ministers of Justice (in Romania and in Georgia), the Minister for Minorities and Self-government in Vojvodina, the Deputy Minister for Environment in Bulgaria, a former Minister of Education in Estonia, and many senior diplomats, advisors and heads of governmental departments. In the business sector, CEU graduates hold posts as CEOs, senior managers and leading specialists with large national and international banks and companies. A number of graduates (approximately 30 percent) also continue their studies in doctoral or other advanced research programs.

CEU Alumni Scholarship Fund

The CEU Alumni Scholarship Fund was launched in 2001. Since then, this alumni fundraising initiative has generated more than 40,000 USD, distributed as top-up scholarships for students who have been awarded partial financial assistance. More information about the Alumni Scholarship and how to apply is available in the Financial Aid Section of this Bulletin.

IV. REGISTRATION AND ACCREDITATION

Incorporated in the State of New York, CEU is organized as a US-style graduate institution, governed by a Board of Trustees. The university has an absolute charter from the Board of Regents[1] of the University of the State of New York, for and on behalf of the New York State Education Department. The language of instruction and communication is English.

In the United States CEU is accredited by the Commission on Higher Education of the Middle States Association of Colleges and Schools, 3624 Market Street, Philadelphia, PA 19104, United States; Tel: (1-215) 662-5606.

In Hungary, CEU is recognized by the Hungarian Parliament as a Hungarian private higher education institution under the name Kozep-europai Egyetem (the translation of Central European University). Kozep-europai Egyetem (CEU) is accredited by the Hungarian Accreditation Committee and the Hungarian Higher Education and Research Council. Further information on CEU’s Hungarian accreditation is available at http://www.ceu.hu/hungarian_accreditation.html.

IV.DEGREE PROGRANS

Central European University encourages its students to become creative and independent thinkers, lifelong learners and active participants in society. Through its rich interdisciplinary curriculum, the university facilitates academic dialogue, emphasizing respect for, and sensitivity to, differences among people and ideas. CEU views educational innovation as part of its continuing contribution to the region as well as, more recently, to other parts of the world experiencing emerging democracies.

TYPES OF DEGREE PROGRAMS AND GRADUATION REQUIREMENTS

Master’s Degree Programs

A CEU Master’s degree program typically runs on an academic calendar of ten months, including a mandatory orientation program, two 12-week semesters (Semester I and Semester II), and a two-month Spring Session during which the student prepares a Master’s thesis or research project. The Master’s program in Economics runs for two academic years while programs of the Business School vary depending on the degree level. The graduation requirements for a typical CEU Master’s degree are the successful completion of 32 taught course credits, a Master’s thesis and its defense (for which 8 credits are awarded).

A new two-year Master’s program in Historical Studies is being developed by the Department of History and the Department of Medieval Studies. More information on this program is available in each departmental section further in this Bulletin.

In the program descriptions that follow in this section, variations in the academic calendar and degree requirements are noted.

Doctoral Degree Programs

A CEU doctoral program normally takes three to six years to complete. Probationary doctoral candidacy (the period during which a student has been accepted into a doctoral program but has not yet completed the comprehensive examination and a thesis prospectus) typically lasts one year. During the first year of doctoral study, probationary doctoral candidates must complete the course credits specified by their department. Dependent upon the successful completion of the comprehensive examination and a dissertation proposal (or an extensive research paper), the candidate is approved for full doctoral candidacy. Doctoral candidacy is the period in which the student pursues research toward the dissertation; this period normally lasts two to five years.

Students approved for full doctoral candidacy are encouraged to pursue their dissertation research and to build international scholarly contacts through a special study abroad program. CEU sponsors a Doctoral Research Support Grant Program, which is designed to cover the living expenses of CEU doctoral students while they are studying abroad. With the advice of their doctoral supervisor, department head or external supervisor, students can apply to recognized universities or institutes abroad to spend up to four months as "visiting/research scholars." This scheme is an integral part of the doctoral program.

Additionally, CEU collaborates closely with the Academic Fellowship Program of the Higher Education Support Program (HESP) that supports young scholars from the region in finding placement in their home countries or in other countries in the region. These programs offer CEU students an additional edge: experience in another country, access to resources which enhance their research and a means by which to establish contacts for professional placement upon the completion of their degrees.

Dual Undergraduate Degree in International Business

The program typically takes four years to complete. Students with 12 years of primary education may be exempted from the first year. Students spend the first two years of the program at the Business School of Central European University in Budapest, Hungary, and the final two years at Bocconi University in Milan, Italy.  Upon completion of this program, students receive: an Italian Degree (Laurea) in International Economics and Management (DIEM) from Bocconi, and an American Bachelor of Science (BS) in International Business from CEU. To earn the BS and Laurea degrees, students must complete 120 CEU credits (US model), with a minimum GPA of 2.25 (on a 4-point scale), which is equivalent to 180 Bocconi credits (ECTS* model).

* European Credit Transfer System.

NON-DEGREE AND VISITING STUDENTS

Central European University admits applicants who wish to undertake a limited period of study as non-degree students. These are individuals who do not wish to pursue a degree at CEU but are interested in taking specific courses or conducting supervised research. Such applicants may be accepted with a non-degree student status for the duration of a course, a semester or an academic year. The non-degree student status is normally available to individuals who have earned a first degree from a recognized university or institution of higher education and are able to present evidence of English language proficiency (if they are not native speakers of English). Students enrolled in degree programs at other universities or institutions of higher education may also apply for admission as visiting scholars, for the duration of a course, semester or academic year.

More information about CEU’s Non-degree and Visiting Students Policy, along with an application form, is available at http://www.ceu.hu/non_degree.html.

Doctoral Support Program for non-CEU Students

The Doctoral Support Program (DSP) is available to students who are enrolled in doctoral programs at other institutions of higher education and who wish to utilize CEU’s innovative programs, international faculty, and resources to assist the development of their dissertations. Such students may apply to spend from one semester to one academic year at CEU and are also eligible to apply for a waiver of the tuition and fees. DSP students may apply at the time of the general application deadline or throughout the academic year. Those who submit an application after CEU’s general application deadline will be expected to make their own arrangements to take the required English language tests or other department-specific tests. During their time at CEU, doctoral support students receive consultation and supervision from CEU faculty. There is no requirement to attend classes, but DSP students are encouraged to interact with the other program participants and faculty. For application information candidates should refer to the 2006/2007 On-line Application Form at https://online.ceu.hu/ouis/index.jsp.

Student Exchanges and EU Mobility Schemes

Through various exchange agreements with other institutions of higher education, CEU hosts a number of exchange students each year. Normally these students remain at CEU for a semester, during which time they may be required to take courses for credit or do independent research with an individual supervisor.

Study Abroad Program

A separate study abroad program is available for undergraduate students from North America to study at CEU. For more information on the Bard/CEU Study Abroad Program, interested individuals should consult the Joint Program with Bard College: Study Abroad in Budapest section in this Bulletin or visit the Bard College website at http://www.bard.edu/ceu/.

V.FACULTY

Much of CEU’s strength comes from an outstanding faculty, attracted by the university’s academic excellence, its social values and its willingness to encourage intellectual risks. Both renowned senior scholars and talented young faculty have recognized CEU as an institution ready to organize resources and structures around promising new ideas. Over 200 professors from around the world teach at CEU. They come from countries including Australia, Austria, Belarus, Belgium, Bulgaria, Canada, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Israel, Italy, Luxembourg, Malaysia, the Netherlands, New Zealand, Nigeria, Poland, Romania, Russia, Serbia and Montenegro, Slovakia, Slovenia, Spain, Sweden, Turkey, Ukraine, the United Kingdom, and the United States. Among the faculty are a large number of visiting professors who teach and give lectures and seminars, thus giving students access to highly respected academics from other leading institutions.

VI. STUDENT BODY

CEU’s international student body represents a multicultural group of talented and motivated young scholars, selected from an exceptionally competitive applicant pool. Students come from over 70 countries, bringing with them knowledge and experience that illuminate scholarly inquiry, with emphasis on the interplay between universal principles and local circumstances in shaping change.  They debate highly-charged issues, such as human rights, with classmates whose families may have stood on the opposing sides of political debate, or even armed conflict. All find challenges, but also tolerance and respect for multiple points of view. In addition to the highest academic standards and demonstrated intellectual development, CEU’s students share a commitment to working for open and democratic societies, and a desire to contribute to the public good.

Further information about the CEU student profile is available at http://www.ceu.hu/admissions_profile.html.

VII. ADMISSIONS INFORMATION

Admissions Requirements and Applying to CEU

General CEU Admissions Requirements

The following admissions requirements represent the university's general policies. Individual departments may establish additional criteria for admission as deemed necessary, including, but not limited to, specifying appropriate academic backgrounds and requiring higher minimum language test scores.

Eligibility Requirements for Master's Programs

Applicants must have earned a first degree from a recognized university or institution of higher education, or provide documentation indicating that they will earn their first degree from such an institution by the time of enrolling in a CEU Master's program. Normally CEU accepts students who have completed four years of undergraduate university studies.

Eligibility Requirements for Doctoral Support Programs

Applicants to Doctoral Support Programs must be enrolled in a doctoral program at another recognized university or institution of higher education.

Language Requirements

Applicants must demonstrate proficiency in English. Those applicants whose first language is not English must submit standardized English language test scores, e.g., the Test of English as a Foreign Language (TOEFL). Students taking TOEFL should request a copy of their results to be sent to the CEU Admissions Office. The CEU test code is 0069. Other substitute tests of English language are noted below.

Minimum test scores for Master's and doctoral programs, as well as for the Doctoral Support Program, are outlined in the following tables.

Some departments may require higher minimum test scores.

Exceptions to the Requirements for Evidence of English Language Proficiency

Non-native speakers of English who fall into one of the following categories may request exemption from the language testing requirements:

For applicants from countries where English is one of several official languages, or from countries with more than one official native language in addition to English, the exemption will apply to those who have obtained their undergraduate degree from an English-medium university. In some cases, at the discretion of the department, CEU reserves the right to request evidence of English language proficiency.

Applicants who have spent a minimum of two consecutive academic years of study in a recognized English-language university or institution of higher education in Australia, Canada, Ireland, New Zealand, the United Kingdom or the United States, within the last five years, may be considered exempt from standardized language testing at the discretion of the departmental admissions committee.

Current CEU students and alumni applying to doctoral programs are normally exempt from English language proficiency testing requirements. In special cases, the department may require a new standard test score at the discretion of the departmental admissions committee.

Applicants who do not reach the minimum entrance requirements for English language proficiency may be offered admission only in exceptional cases as determined by the departmental admissions committee and approved by the Academic Pro-Rector.

English Language and Other Admissions Tests Organized by CEU

CEU organizes and sponsors an institutional paper-based TOEFL and other department-specific subject tests in most CEE/fSU countries and several other countries where there is a local CEU coordinator. Candidates who apply to take the CEU examinations should indicate so on the application form. In countries without a local CEU coordinator, where a sufficient number of applicants have passed the pre-selection stage, CEU may make arrangements with another institution of higher education to administer the admissions tests. Such arrangements will be made on a case-by-case basis.

A list of the local CEU coordinators and offices is available at the end of the Admissions Bulletin and on the CEU website.

Applicants who do not take the CEU-administered admissions examinations are required to take the standard tests indicated under "Language Requirements" and-in some cases-under the department's entry requirements (see the departmental sections of this Bulletin for details). These may include the GRE, LSAT and other standard tests offered throughout the world. Scores must be submitted along with the application documents or by the deadlines specified in the "Application Deadlines and Requirements" section.

Sample of Writing Ability

Applicants are required to write a 45-minute essay under examination conditions. This essay is not graded for admission purposes, but individual departments may choose to take an applicant's essay into consideration as a sample of writing ability when deciding whether to offer a place of study. For all students who are accepted to CEU, the essay will be used to assess their possible need for further writing support provided by the CEU Center for Academic Writing, which may take the form of courses during the Orientation and/or additional tutoring during the semester. The writing ability examination will take place on March 4, 2006 after the CEU-administered institutional TOEFL. Those applicants who cannot sit for the examination on this date, and are accepted to CEU, will be required to write the essay upon arrival at CEU.

Additional Requirements

Departments may establish additional requirements for admission as deemed necessary. Please see the "Additional/Special Department, School or Program Requirements" section.

VIII.CEU FINANCIAL AID PROGRAM

CEU provides financial assistance to the majority of its students, ranging from a full tuition waiver and a living package to partial financial aid packages. Detailed information about the financial aid packages is available further in this section.

Assistance is given primarily on the basis of academic merit. However, since financial aid is an important consideration for many candidates, from 2006 the university will also consider—to the extent possible—specific circumstances based on the applicant’s country of origin and documented need. Candidates who wish to submit a need-based financial aid application should follow the instructions provided on the CEU website at http://www.ceu.hu/financial_need.html.

In addition, for candidates who plan to apply for study grants from governmental sources, foundations or organizations, CEU will accept early applications and will aim to inform these candidates about their admissions status within the time frames needed for them to apply for such grants. Early applicants may also apply for CEU’s financial aid program, but the university will not be able to inform them about their CEU financial aid status until the competitive review of all other candidates has been completed. Candidates who wish to submit an early application should consult the Admissions Information section of this Bulletin.

CEU Business School has a separate Financial Aid Policy; it does not offer fellowships, and offers a limited number of partial tuition-fee waiver scholarships. Please see the CEU Business School website for its Financial Aid policy: .

Master’s Programs

For students enrolled in Master’s programs, CEU has established a diversified financial aid program, which offers full or partial financial assistance. Financial aid offers are based on the candidate’s performance according to the admissions selection criteria and merit ranking. In addition, in view of the enormous geographic diversity of the CEU applicants, CEU will also consider, to the extent possible, financial aid applications based on individual need circumstances and country-specific conditions.

For applicants to the MPP program, there are a limited number of external scholarships and partial CEU tuition waivers. More information on scholarships and financial aid opportunities for MPP candidates is available at http://www.ceu.hu/mpp/admiss/aid.htm.

Doctoral Programs

Candidates admitted into the CEU doctoral programs are eligible to receive a full CEU fellowship for three years, as well as institutional research support grants. Special conditions may apply in those cases where doctoral students undertake employment or receive external research funding.

For Applicants from the United States

Central European University is in the process of applying for registration with the United States Department of Education, in order to participate in the Student Financial Assistance Program authorized by Title IV of the Higher Education Act (Title IV, HEA Program). At the time of printing of this publication, this process has not yet been completed. For further information, US applicants interested in federal financial aid should consult the CEU website or contact the CEU Financial Aid Officer at finaid@ceu.hu.

Application for Financial Aid

Candidates interested in applying for CEU financial aid must complete the financial aid section of the CEU on-line application available at https://online.ceu.hu/ouis/index.jsp.

Applicants who wish to be considered for financial aid on the basis of need should follow the instructions provided at http://www.ceu.hu/ financial_need.html.

Financial Aid Application Procedures

CEU awards tuition waivers and student living support packages in the form of: 1) a full CEU fellowship, or 2) partial financial aid.

Master’s Students

Candidates to CEU Master’s programs who wish to be considered for financial aid are required to complete the financial aid application form, which is included in the On-line Application for Admission, available at https://online.ceu.hu/ouis/index.jsp. Applicants are invited to choose up to two options and rank them in order of preference. The choices of financial aid packages are listed under Forms of Financial Aid further in this section.

Financial aid awards (full or partial) are determined at the end of the admissions process when departments complete their academic merit-ranking lists. The CEU Admissions Office then matches these lists with the financial aid selections submitted by applicants. Due to the fact that the number of applicants eligible for admission is normally higher than the number of students to whom CEU can offer support, financial aid offers depend on an applicant’s place in the merit-ranking list. Therefore, applicants may be offered financial aid according to their first or second choice, or an alternative financial aid package resulting from their place in the merit- ranking list. If an applicant is unable to accept the alternative financial aid offer, he/she will be placed on a waiting list for his/her first or second choice.

CEU financial aid is awarded on a highly competitive basis. Therefore each applicant is urged to make a responsible assessment of his or her financial need before requesting financial aid, or to seek support from other sources such as foundation grants, or individual or employment sponsors.

Decisions on CEU financial aid are announced together with the offer of acceptance. Financial aid offers are not negotiable after the submission of the signed Enrollment Confirmation Form.

Doctoral Students

For students admitted into doctoral degree programs, the university provides a full CEU fellowship for up to three years. Students who receive funding from state sources or other organizations are required to declare that they are supported externally. For the duration of their external grant, such students are not eligible to receive financial support from CEU. Additionally, in those cases in which a student wishes to keep his/her employment, CEU may request full or partial tuition payment and will expect the student to be able to cover his/her living costs.

Applicants to doctoral programs are required to complete the Financial Aid Application, which is part of the On-line Application for Admissions, and submit relevant documents if special circumstances apply.

Other Scholarship Funds

Applicants are notified in their acceptance letter if they are also recipients of a special individual scholarship.

CEU Alumni Scholarships

Alumni Scholarships are awarded to students in financial need, and with a proven record of leadership in extracurricular activities, community service and civic engagement.
